The reform doesn't set a new size standard to design around. Trolley dimensions stay fragmented across carriers, so there's no single “EU261-compliant” spec to chase. What it does change is demand:

More travelers will pack personal-item-only. With fares now showing the true all-in cost, more people will skip the cabin bag surcharge and travel with just a personal item. Products positioned as a complete substitute for checked or trolley luggage on short trips stand to benefit.

Buyers and distributors have roughly a year from publication before the rules bind airlines operationally. That's enough time to track how individual carriers respond, particularly whether any move toward tighter, more uniform trolley dimensions voluntarily.
